Dutch is still frustrating.
The city government just sent me a “stadspas”; I think that you use it to pay for public parking lots and they charge you monthly, plus it gets you some local discounts. Or something – the letter with it and the website are only in Dutch, so I could be at least partly wrong.
On the other hand, it’s a lot less frustrating than Chinese. At least I’m sure it’s something about parking in the city center(s), I’m sure there’s a bill and the end of the month and I’m sure that everyone who is registered to live here gets one. Given the same information in Chinese, I’d have gotten as far as “Oh look, someone sent me a plastic card.” I’m at the point where in reading and often in listening I can get the main topic; I just miss all the details.

I think you can completely ignore the card. It can be used to pay for parking in all the payed parking lots in town, but you have to activate it on another web site. It can be used to ride the busses for free if you’re 12 YO or younger. You need it when you want a passepartout for the swimming pool or ice-skate ring.
